As St. John President, Monica returned the parish to firm financial footing and received national awards for public accounting. By refinancing parish bonds, taxpayer money was saved and drainage, recreation, road and water treatment improvements were paid for. A senior citizens center, new libraries and a community center have been built, mosquito control efforts to combat West Nile Virus have been stepped up and a community health clinic opened on the West Bank.

"By presenting a clear vision for the future, maintaining a climate favorable for job development and using my valuable governmental experience, I will be an effective voice for you in the Louisiana House of Representatives," Monica said. "I humbly ask for your vote and support so our community may achieve its full potential."

Monica is a board member of the Lake Ponchartrain Basin Foundation Executive Committee and Greater New Orleans, Inc. - Council of Governments. He is a member of South Central Planning Commission, which administers state and federal grant money to the River Parishes, the River Region Caucus, Louisiana Police Jury Association and the LaPlace Lions Club.

A native of Garyville, Monica and his wife Dawn live in LaPlace with their five children. The Monica’s are members of St. Joan of Arc Catholic Church.
